A commemorative statue erected to commemorate Kinoshita Seitaro's 77th birthday.
Kinoshita Seitaro was involved in the founding of the Daito Bunka Association, the predecessor of Daito Bunka University, and was a politician who contributed greatly to Hokkaido during the Meiji, Taisho, and Showa periods.
As the building had deteriorated considerably over the years, restoration work was carried out over a period of about 10 years.
